Sorry, I know I promised to make these every two or so months, but life has been really busy around here. In this thread I'll try and fullfil my other two promisses: post more PM videos and some stories. I gathered both of them and I'll post them as the thread goes along.

Political/security situation summary:

There is no such thing as 'slut-assigned police'. All police forces and all batallions from the PM will go in a favela if needed. Rule of law in favelas is either maintened by the State (in the ones we control) or by drug dealers (in the ones they control), but that only happens in Rio and, less frequently, in São Paulo. Where I live there are dangerous zones, but there is no 'pararel State' as there is some of Rio's favelas.

I'm not that old, so I haven't lived the glorious days of the Military Dictatorship (69-79), but they way I hear it, it was a great time if you had money. If not, it wasn't so good. Inequality was supposedly a big problem back then, a lot more so than today. There were no safety problems then, that's for sure.

The government strategy has been, essentialy, to flood Rio with troops. Like I said in the OP, other than the usual contingency, we have an aditional 20k troops in there.

Rio's main areas are safe, they were since the World Cup. I've been there in January, I was surprised by the security aparatus present. The outskirts, metropolitan areas and the favelas not so much.

I don't know, I guess that I didn't really think about what was happening, I just reacted as needed. I was commanding three other men, I couldn't just freak out. What caused the vomiting afterwards was the adrenaline discharge, or so my father, who was a doctor, said to me at the time. I didn't have too much experience at the time, so that was a shock to me, whereas my men were all 5+ year veterans and the driver was a 10+ year Sargent.

They are under my command, I was in their commendation cerimony. Toughest and bravest men out there, I'll tell you that. Not sure if you know, but they were ambushed before this happened, fled the ambush and the thugs went after them. No real hidden detais, other than the fact that one of the kills was a clear-cut execution but everyone knows that (and no one cares, either).

See? I told you that Brazil isn't some wild-west type place.

The problem isn't the police, it's the rest of the justice system. Thugs don't go to jail, they commit crimes and end up back on the streets the follwing day. We get sick of arresting them a billion times. The population is sick of crime and doesn't give a shit about due process, so cops tend to shoot to kill oftenly. It's not vigilatism, really, it's more of a non-oficial punishment system (but carried out by the state, not by lynch mobs). It's the way Brasil has found to deal with it's crime. There's two punishements: the formal and informal one. Every thug knows that if he gets caught stealing he will get a severe beating from the PM (but won't go to jail because 'muh overcrowding'.

As far as minor crimes go, we aren't really that harsh. We don't even arrest drug users most of the time (only if they are giving us a hard time). When we do go hard on them, there's usually a reason (known thug, to make an example, etc.).

On my state, pretty shitty. It's five times the mininum wage, which is already low enough. And that's an officer's salary. A private's one is just 2x the MW. It's the worst one in the entire country. On other states like SP it'sa lot better. Officers make as much as 20x MW.

Never let anybody off anything major. Traffic and such (which is something I hate doing, traffic enforcement) are the only things I turn a blind eye to. Matter of factly, I'm the shittiest cop in the world when it comes to traffic. When I command checkpoints, it's very, very rare for me to aprehend a car. It needs to be in a really screwed situation/condition for me to impound it. I hate doing traffic. In over 10 years, I don't think I've given 100 tickets.

Well, kinda. Each state gets 2 police forces, Military and Civillian. OP is in the Military one, wich does all of the patrolling and responding to calls. Civillian is the one that does all the investigation. Bigger towns can get their own guards, but it's expensive and very few cities managed to get armed guards, they also are more limited to parks and public buildings.Then there's the highway patrol (Federal and State, feds patrol roads on federal jurisdiction, state does state roads) and the Federal police (FBI), which only investigates. Feds are considered the top tier, they're the ones arresting all those politicians on the Petrobras scheme.

And the army has the Army Police, wich is obviously separated from everything.
