Second hardest after pistol licenses. Comes down to the impressions of the officer you get, but you generally have to be financially secure, in a healthy marriage, own a house and very social. There aren't really any set rules, but they make a point of only issuing them to the most "normie" as possible. Knew a guy that got declined just because he lived alone.
