To make low altitude blimps useful you'd have to scale back technology to 1900 and get rid of fast aerial recon and bombing, modern ballistics, and satellites. A couple of jawas with rpg's would paralyze a whole fleet of them and they're sitting ducks for anti-air artillery and bullets. The only advantage they have is long-term airborne time with minimal fuel costs, which is useful in the middle of the ocean I guess

The RPG-29 has an initial velocity of 280 m/s. Which means, if fired straight upwards, it will keep going up for 28.5 seconds, at an average speed of 140 m/s, for a maximum altitude of just under 4,000 meters. Airships built for high-altitude flight can definitely exceed that, and the flight time means leading the target is going to be difficult. If an airship is 200 meters long and moving at a speed of 20 meters per second, if you aim at the front when firing, the RPG shot will be 370 meters behind the airship's tail when it gets there. And since firing at an angle reduces the altitude reached, your only practical option would be to stand over 500 meters in front of the airship when firing. So RPGs really aren't an effective anti-air weapon, even against large slow targets like airships.

The military uses blimps with cameras and lasers on them. They're tethered to the ground and under them are a bunch of conexes which serve as the command post for monitoring / controlling the cameras. When the blimps laze something it's like a giant beam from God himself shining down from the heavens.

BAF's (Bagram) CRAM accidentally shot theirs down a while back when it was engaging indirect fire.
