A family member gave me this old single shotgun they obviously didn't want for my birthday.
I'm trying to find out what exactly it is-- searching up what was on the barrel only led me to this post on a forum about the same model possibly being used for deer hunting.
One thing I'd like to know is when this gun was manufactured. I'd like to know the history of it.

Yes. JC Penny at one point was a general retailer like Wal-Mart and Sears, well, what Sears used to be. JC Higgins was one of their name brands.
OP, you have a Japanese made Miroku sold to the JC Penney corporation for resale under their "Foremost" brand name. Not terribly valuable like many store brand guns, but Miroku is a high qualify manufacturer.
As far as age, no later than 1970's. Serial suggests a post-68 import.
JC Penney/Sears stopped selling firearms in 1980 IIRC.

There's no federal law against it as so long as you are legally allowed to own a firearm. State laws will vary depending on how communist your state legislature is. The only items that can't be gifted are NFA items. You still need a tax stamp to transfer them.

The info is out there, the issue is that interest in low dollar house branded shotguns is so small/marginal that no one has really bothered to collate the info you want. The old Numrich catalogs used to be handy as you could note changes in parts based on S/N blocks, and get an approximate date from there. Since they've gone online, I'm not sure how well this would work now.

Especially if it's from a family member, it's fine in the vast majority of places. There are no federal laws preventing it.
