We would arm the infantry with as many different rifles as possible to ensure the least amount of ammo commonality possible. The more obscure the round, the better.
Air force would be private prop planes with /k/ommandos firing out of windows/throwing molotov cocktails by hand.

This actually happened a lot in South America during the street battles unionizers would have with their employers and police. From what I remember reading, it was a fairly effective tactic.
