No .308 semi auto is going to be truly cheap, except chink M14s if you live in Canada.

In my opinion, buying a cheap rifle in 7.62x51 is like buying a cheap snowboard--the cost of either will eventually be dwarfed by their prolonged use. If you can't afford to ask the question "hey, what's a GOOD .308 semi auto?" then I suggest that you buy a rifle that shoots cheaper ammunition. If you want a relatively affordable semi-auto, then you want an AK, SKS, or budget AR-15.

It actually prefers steel ammo and I can generally get 1.5 MOA on irons on it. Much cheaper to shoot in the long run and bulk ammo for steel comes much cheaper.
