They didn't throw it out per say, they made it clear that thermal clips were changable. In a prolonged ground engagement you could fire and and fire and just wait for the thermal clip to cool. If you are caught in quick and dirty close quaters combat like Shepard was, you could swap the clips out at any point.

Where Bioware fucked up was not providing both choices at the same time. Reliable rate of fire or a wild firing like 2-3 had.
