In Star Trek at least it's because they aren't primarily warships, they're exploratory vessels with warship capability. On the Defiant, it may still be the top deck but it isn't a big bubble on top like on most ships. Romulan ships have interior command centers. Klingon ships are a bridge, guns, and drives.

Actually the guide books to lore of star wars vehicles and weapons mentions that civilian ownership of blasters is strictly prohibited and even heavily regulated near the frontier worlds.

For example the E-11 blaster rifle/carbine that storm troopers used eas one of the most advanced, powerful, lightweight and compact blaster weapons ever made and were just over all superior to anything the rebels had. However, it's still not impossible to own a weapon. Luke Skywalker (or maybe just Owen Lars) owned that long rifle he took with him when he was looking for R2-D2 (though they might have it since they're frontier farmers).
Also blaster ownership might depend on the time era. For example, in the Knights of the Old Republic games there are plenty of legal arms merchants, such as the one on Taris (which is under Sith occupation at the time mind you), and Adum Larp on Dantooine. Also Czerka legally sells blasters to civilians.

Open arms ownership is likely dependent entirely on location. Nobody, even garrisoned troopers, seems to give a shit about everyone walking around armed on Tatooine. Even with restricted weapons like the DL-44, which was restricted because it can actually get through trooper armor. Hell, a Jedi sliced two guys up, and later two of Jabba's employees traded blaster fire at a table, and everyone just went back to business in the Cantina.

I could see them locking it down on Coruscant, or Alderaan, on the civilized core worlds. But I think in the Outer Rim even Imperials know it's better just to maintain a light touch than to start shit with everyone. It also helps keep the scum out in the Outer Rim.

I think the Venator hangar can launch and recover fighters faster, but with the doors open is vulnerable to attack. And if I'm not mistaken the Venator does also have a ISD-style ventral hangar as well.

Star Fleet Universe, used in Star Fleet Battles, is an alternative Star Trek entirely, with it's own history, canon, etc.
Paramount didn't think the gaming rights were worth shit during TOS, and partway through TOS allowed Starfleet Battles to be made using anything in the show up to that point with an almost no-limits license. As a result, things that weren't explained yet had to be hammered out in it's own setting. The two diverged completely as Star Trek went on into future series and other official gaming licensing.

Meanwhile Star Fleet Universe, Star Fleet Battles, etc still exists as it's own separate thing only known to the most powerful grognards.

No, this guy is dense. There was a significant period of time where EU was EU, and the fact it's non-canon post-disney doesn't change the past. Fucking read up on it. They literally have an agreement with the owners of the Star Trek IP, that they can make this fan-work and sell it. Paramount's license for it was stupid in retrospect but they didn't expect the show to be a huge hit yet. Hence it's only valid up to a certain episode of TOS when they made the agreement.
