I would say it's closer to a custom gun, see the lack of the stripper clip guide, adjustable peep sight in place of the standard notch (or in the case of the Russian, a elevation adjustable tang), and lack of bayonet notch.

Yeah, it's a Norwegian variant that the Germans made during the war when they captured the plant. No reason to get rid of a perfectly good assembly line. There are also Nazi marked Krags, Hi Powers, and a multitude of other weapons designed by the occupied countries the Germans just kind of picked up and adopted.
