Hanks Gunner belt weighs 14 ounces, is 1.5" thick. It is great for CC and I can imagine would hurt like fuck being hit with. Since most cheap belts weigh about as much as Styrofoam, those light little belts hurt, so a nearly 1LB belt is nuts.

I have the 2 inch version of this belt that they don't make anymore and the buckle itself is a good 1.5-2lbs of steel.

Really what would be best is a custom belt buckle that is extra weighty that works with a standard leather strap - You'd customize the end of the belt by adding an inner strap to give you a nice slip-proof handle.

I'll try and make a simple 3d design for this custom "belt flail" idea and post back, if it makes sense this would be a rather easy item to produce en mass too

Honestly you might have better luck going with a heavy wallet chain that you can quickly unclip.

Another popular option here in the United States is a bandana tied to a padlock. It can be disassembled into two non-threatening items if need be and can be carried 'at the ready' with the bandana hanging from your pocket without drawing attention.

Plus you wont be getting fingerprints on it and can readily dispose of its parts down a storm drain or throw it on a roof. Someone finding a rusted lock or a nasty bandana is not going to be the same as a bloody knife.
