No one can begin to answer a question that general.
It could cost $25K to arm and properly supply 10 men from scratch and that's not even getting into food and housing while they receive some kind of training. It could take $15K to get 30 guys who play soldier inna woods and have most everything they might need for inna woods or even urban combat.

in summary:
Only states can afford to outfit and maintain an armed force for the following reasons:
(all assumed for an Infantry Company around 100 men at arms)
personal equipment costs, wholesale prices: lets say $2000 head to toe with spares/replacements
weekly maintance of all members of the force:
lets say $1000 each based on average skilled construction worker wages (less for entry level, more for NCOs/Officers) this will enable them to buy/provide all living requirement, either privately or bought wholesale by higher ups

so, $200,000 set up costs not counting vehicles or living requirement (ie the weekly wage covers rental, not building a house or buying a car) and around $100,000 a week costs
first year costs nearly $5.5mil - not including significant resupply costs in times of duress or significant transport costs
This is why only governments can afford true armed forces, count in failed states and warlords who represent a regional/national government power able to exploit what would normally be limited to 'legitimate' states
any other 'force' would be unsustainable in any significant way for the main reason: they produce nothing - a state uses it's armed forces to protect it's production or coerce (it's own or) another state's, Capitalists and Marxists will agree on that at least
100 men might be a lot in a town hall but engaging with another main force they will quickly be mean very little
private armed forces exist only to supply their services to an employer who can afford them, ie a state or governmental power
It would be fun to spend $55mil to set up and use a fighting force for a year, but what for, never mind the logistics needed to support 1000 men under arms for the same time, but what would you do with them? how would you recoup your investment other than in being a fantasy general for a while?

Or, you know, you could arm two people with good semi-auto rifles, whatever cheapo sidearms you want (doesn't really matter), some tac vests, and some camo. ORRRR you could get one guy a solid DMR, a solid sidearm, good vest, good camo, a pack, good mags, and some armor.

at least $30-$50/hr to hire a guy to train them in each thing, firearm/marksman training, how to work together as a squad etc, CQC training with their new knife, make sure they're in shape etc
let say we let that go on for two weeks, 16 hours per day. so that's going to be $6,720-$10,800 just to mass-train these guys, two more weeks so we have a month and it's basically $13,000-$21,000 just to train everyone for one month with one fucking instructor.

so 100 guys, or about 8 squads would cost you $112,500 + $21,000 = $133,500 with one month of mass-training, geared with cheap boots/camo/chestplate/gloves/kneepads etc and a cheap(but new) AK/AR and 1000rnds per person.
Paying them would be a different story. We're talking if this is some no choice-scenario where your going to be attacked by a warlord and his army of 1,000 guys in a month or two-sort of situation, where paying them really isn't necessary. Lets say their food and shit was subsidized by your town somehow.

Guys, why don't we start with the idea of equipping a squad with 10 men and then multiply?
Suppose the guys don't want to be waged and all you have to issue is uniforms, a place to live, food, and ammo.
They take care of the rest.

It really depends on what your expected enemy is. How prepared do you want/need to be?
For a home defense militia, you could probably get away with $1,000/person... $800 for equipment (AR or AK, 5 magazines, 150 rounds) & $200 for uniforms (lower quality shirt, pants, boots, belt, hat, basic insignia, custom patch, & pouches for 4 magazines).
If they're going on foot patrol around friendly ground, add $1,000/person. They'll need a pack, food, water, shelter, better uniforms, climate/season-specific garments, and support---probably GPS and radios.
If they're attached to a fast-response team, add 1 pickup truck or van per ~40 men. Add a driver service. Maybe add a truck-mounted LMG (preferably in a common but cheap caliber effective against other technicals). Maybe add an RPG and ammo as well. And budget a minimum of $1/mile for fuel & basic maintenance.
This is all for a rudimentary fighting force capable of winning against domestic rabble. If you start introducing foreign militaries with artillery, outdated tanks, basic helicopters, and the like.... then you'll also need a lot of new equipment to fight these people. You'll also need a medical support team to, at a minimum, stabilize patients in a combat zone and keep them alive until they can be evacuated to a more capable clinic or hospital.

You don't just have to arm your men but pay, train, feed, clothe, house and treat them. Per man it would probably be in the five figure range at the minimum not including their pay.
If you managed to have an outside income, it's less scary than you might think.
Take a private army - you don't need to house them when not fighting, they have a home. And if you are fighting because of contracts, that's income to help pay for it. Contract payment would be ideal - it would pay for everything that you need.
