You want a CA legal size of something that burns like a mother, then 2.5 oz maximum size of Fox Labs 2% OC/0.7% MC or Defense Technologies 10% OC/1.3% MC. As a side note, LAPD carries Defense Technologies 2% OC/0.2% MC, which is obviously garbage.

Since you're trying to defend against large groups, a cone-fog spray will scatter people the best. Take caution that the wind won't fuck you.
