Honestly if its gonna be your first firearm then id start out with like a Ruger 10/22 or a Marlin model 60. Yeah it's only a .22 but it'll be good to practice trigger control and getting your sight picture. Plus ammo is cheap so you can go out shooting a lot more. A lot of first time gun owners make the mistake of jumping straight into some Mall-Ninja style gun. Just start out basic and work your way up.

You can buy a full size M&P for $300 cheaper if you're willing to settle for a used gun. An unissued police trade in is about $400

M&P, SP2022, XD, or CZ-75. Some of these might run a little more than $400 but it's in the ballpark and if you look around or buy used you shouldn't have an issue.
You could also get a flip 1911. I have an RIA, it's actually a pretty good gun.
