The US, regardless of where the experience came from, is a battle tested and experienced war machine. China is neither.

As for political willpower, since the US is a democracy and generally a free country, war loses steam very quickly unless it is being fought for a good reason.

Public support is a very precious commodity, and must be spent to receive the maximum return on investment. Starting pointless wars does nothing for public support. The wars we are in now are still tanking our president's ratings and governing ability, and it's not even his war.

Only a fraction of the Indian armed forces have good experience, everyone else is almost Africa tier.
As far as Chinese experience goes they have doctrinal experience from border conflicts, and while their troops may be lacking at least they are trained to a decent/mediocre standard.
Indians don't have the kind of funding the Chinese do and that sets them back quite a bit.
It's funding that pumps out PLAN ships, keeps them clean, and properly serviced unlike the Indians who routinely fail to service their ships and have countless of accidents due to poor training.
The Chinese military industry is good enough to warrant larger customers, their ship building is good enough for the Russians to consider them, and their small arms development isn't INSAS tier.
India is also a logistical nightmare with much of their hardware being imports, they aren't self sufficient at all.
Chinese R&D, whatever you have to say about it, at least gets shit done; Chinese FCS is top notch (at least better than Russian FCS), capable of producing NLOS AT systems, and again back to exports, countries at least consider Chinese equipment along with Russian and older Western hardware.
