Because hitting mobile infantry that are in cover is hard. A very large part of casualties in firefights tend to occur at first contact, which is why each fighter opening fire efficiently and at the same time is so important. Once the enemy hits the deck, killing them with bullets becomes a lot more difficult, but for artillery it is easy.
