However a passive PESA system can only listen, which does jack shit for you when your enemy isnt talking.

That's not what the "passive" in PESA means, numbnuts. Both types are capable of transmitting "actively." The difference is, with an AESA array, each phased array module contains its own tiny transmitter (and is hence "active,") while in a PESA the elements are "passively" fed by a central transmitter which they then "passively" phase-shift and radiate.

Yet this was the case with Zaslon, hence the comment emphasizing its advancement. It was due to its hybrid nature and immense power output to some extent better than the first small AESA radars and by far the best PESA out there only outperformed by Irbis-E.
