In "combat" you carry OWB with hopefully 15-17 rounds in a full size sidearm and the only thing behind the bad guy is more bad guys or nothing you give a fuck about. The greater range and penetration of 9mm are good things.

In a "civilian defense situation" out and about, .380 is ideal because of the size of the pistol it implies: something so easy and comfortable to carry that you'll actually have it on you when you need it. Additionally, the limited range/accuracy of the pistol is not an issue because proving self defense beyond, say, 25 yards is going to be a bit difficult.

In a "civilian defense situation" in the home, .45 is great because you don't need accuracy to long distances, size isn't really an issue, and you really don't want to over-penetrate.

tl;dr: the advantages of 9mm don't fucking matter if all you need to kill is a mugger/burglar. No body armor, close range. If you need more than 6 rounds to end the confrontation, you're bad, if you think you need more penetration than .380, you're retarded.
