Once I found out that even gen3s cant replicate what I used in splinter cell as a kid, I stopped caring about them so much. I have a gen1 monocular for night shooting, but it never gets used. If decent digital stuff becomes affordable, I might invest at some point, but it isn't a priority.

But I do.
I own an Armasight Sirius with the white phosphorous tube, it's pretty good with manual gain adjustment and automatic brightness protection.
It's good and cheap, if not the cheapest 2 gen option, I would recomend getting the HDi tube though for a better resolution.

They won't be. I've glanced into headlights from 5m with pvs-14s and am fine literally .5s later. Just because a lot of light is entering them doesn't mean it will put out blinding amounts on your end.

Think of it this way. Why would you want to be the guy that bought some expensive NVG's but be the one who bought the "almost as good" ones? If you buy real gen 3's you essentially have the best shit even if it's just a PVS-14 compared to other dual tubes and whatnot, it's still the best tech out there for image intensification.

I doubt you'll be able to cook up something you'd be happy with or find usable. I did re-purpose the thermal off the front of a Cadillac onto a Go-Light that we stick on the roof while shooting pigs. One guy runs the thermal while everyone else has NADs (night-time advantage device, funnier to say "here put my nads on your face" than nods). The IR Torch is so those with nads can easily locate what the thermal is looking at.

IR sensors are expensive. Good optics are expensive. AV equipment that's miniature and lightweight is expensive. Even if you're really good, at best you'd be able to jury rig an existing IRNV camera to a small oculus-like headset or cell phone screen which would be huge and unwieldly.

Just buy the goggles, you can get a pair for 1000 bucks easily.

Or, if you're using them outdoors, do you want me to tell you a secret? Your eyes adjust to low light levels, exponentially. A scope will amplify light level by the square of the radius difference to your eye (a=π*r ^2). So if your pupil is dilated to 7mm and you're shooting from a 50mm scope, you have ~50x the light going into your eye.

EOTech (especially), Aimpoint. You should be getting a laser, though. It's best to keep the NVG on your helmet. The only real point of putting it behind a scope is for passive IR aiming. Thermal scopes on guns and NVG's on the helmet are a fairly optimal setup for future upgrade plans.

Those are the only conditions where a PVS-14 from the last 20 years is actual dog shit.

I have found my sets of NVG's to be as magical as Tom Clancy implied. I enjoy seeing in the dark and find them awesome.
