Economy wise, rural societies (where desirables live) would survive. No TV is fine, radio stations would still survive. Power stations could be maintained. Food sources still exist.

Your first error is in assuming that urban centers are primary targets. That renders the rest of your thread null and void.
Honestly I would be perfectly ok with the government monitoring the internet so they can catch and kill/incarcerate people who are a short fuse away from domestic terrorism.
More than half of the African-American population is located in urban environs.
