The design is flawed. The YF-22 won out because it was less capable, but also less flawed.
The F-17 became the F-18 because the design was good, but not exactly what the Air Force was looking for. It was close to what the Navy was looking for, though, and that's what saved it.
Currently, the Navy isn't looking for anything like the YF-23. The Air Force has already found something better.

Zero. Navy doesn't have the money. Currently, it's going to F-35s. In just a couple years, it's going to the Ohio Replacement. Further, Congress is looking at the possibility of adding a third Virginia per year, which would be another big drain.
