That's not the actual legislation. The actual legislation changes the language of the law to define assault weapons as any rifle that has the ability to accept a magazine that is semiauto center.

They're really trying to turn every semiauto rifle with detachable magazines as assault weapons.

The only thing this doesn't mess with are bolt-action rifles with box mags.
