Next logical step is to eliminate those without access to seaports. International trade and aid is very important. Just look at how much Russian war material flows into Syrian ports right now, and that's just for a single port, foreign powers interested in buying the winning of a US Civil War would have extremely deep pockets. This leaves Washington and Georgia.

Of those two which is the more capable? Looking at GDP and population doesn't help much, Georgia has more people but Washington has more money. Going to give it to Washington as it has shipbuilding and Boeing but that is more of a judgment call then anything.

Gotta agree. Coastal trade, weak regional enemies, a secure flank with Mexico. Not to mention natural barriers and a huge population. I could see them swallowing up Arizona, Nevada, and Utah easily. Now that I think of it, FL's large surface area / big population combined with a relatively short land border is a pretty ideal situation. Naval invasion's not as much of a concern in a civil war scenario when navy forces are gonna be divided up between states, and I'm sure they have enough bases and stations there to manage anyway. Hell, can Texas even resupply all those air craft for very long? It just doesn't have the long term resources when cut off from the rest of the U.S. This isn't a war where one fucking battle would determine it all, after a few engagements Texas would eventually lose.

Seeing as it purchased much of its equipment from the U.S. and in some cases Israel in recent years, I think it could be argued they probably have the means to shoot down modern aircraft. And I'm fairly certain Mexico can use white phosphorus in that case. Either via artillery or other means.

Then there's the budget available for purchasing additional armaments. Mexico's wouldn't have to change much but I think Texas would find itself limited unless the entire state population was dedicated to the war effort somehow, which would be impossible.
