Shit, the most impressive coilgun I've seen was built by a youtube hobbyist. It was automatic and had roughly the same power as a pellet gun. That doesn't sound impressive until you realize that most coilguns aren't even nearly that powerful.

Civilians have the knowledge, and we'll get the tech somehow. Even if it's ripping the "super 1000 day between charge" batteries out of our iPhone 32's

Yes, that's what I was trying to get across. A regular bullet is accelerated by the gunpowder, and when it makes contact with the rails it completes the circuit and is further accelerated.

Most of the wear and tear of a railgun is created when the projectile is not yet in motion.

The point is to get the amount of moving parts down to zero. Railguns are probably the endgame of projectile weaponry, materials permitting you would only need one moving part (the trigger completing a circuit) to shoot. Laser weapons could fall into this category as well, however most lasers are done with chemicals which require lots of complicated plumbing.

Good guess:

The ChemRail has a high rate of fire, and its high-velocity rounds rip right through walls and shred enemies. The rifle fires 8.75x52mm FSDRAS (Fin Stabilized, Discarding Rail Accelerator Sabot) rounds with a muzzle energy of 18 kilo joules. It is a dual-stage weapon, use chemical propellant first and then electro-magnetic rails as the second stage.

Anyone familiar with calibers close that wanna take a guess at the mass of the projectile so I can calculate the muzzle velocity using the muzzle energy?
