Thats how the mini-14 mod worked. It was a tiny modification to the (read: bit of paperclip stuck in there) firing mechanism that would fire on both articulations of the trigger. It isnt even close to bumpfire and was 100% legal according to big daddy BATFE

AN-94 hyper burst burst is a mile different from traditional 2 round burst
basically, the rifle travel inside the plastic cover, when the first round fire, the hammer lock into the bolt, the moment rifle travel all the way back, the bolt chamber a round and fire( like a close bolt gun)
so with a binary trigger, AN-94 will fire 4 round per trigger pull, not two
