Cased are drawn brass nowadays. Some very expensive or specialty cases are milled from solid bars, which is a much better option than casting, as you would still need to punch flash holes, finish trim, and remove casting imperfections.

Can one cast brass slugs? Since brass has a low melting point? Use .22lr used shells for the material. Seems like a good way to save, if you don't have ready accessible lead around you

if I remember correctly. brass casings start from small nuggets cut from roundstock of brass, or from discs from plates. they are then run through several stages of annealing and cold extrusion.
followed by punching, rolling, and machining to final spec.

you would need an ammo factory to do it.
the mechanical properties of the casings, that are work hardened are designed to handle the pressures. if you cast them they cant handle the pressure.
