It penetrates flesh, by being a small surface area of that energy, but a vest distributes that energy across about 16" of area, for comparison, you ccan place your thumb on the back of a slide, and fire the gun, and your thumb will be fine.

Yes and no, a Lv1 vest will only stop small calibers like .22LR, .25ACP, .32ACP, .38S&W, etc (a .38 Special will punch through older ballistic nylon and similar, but more modern Lv1A should be able to stop that just fine, however they probably wont stop a 9mm Luger or .40S&W, etc), what kind of firepower ballistic armor can handle varies greatly, there's many types, and they're typically classified by level.

I personally don't see any reason he should win against Daredevil in hand to hand. Daredevil's entire combat experience is fighting hand to hand. Frank should be lethal with a gun, dangerous with a knife, and easily beaten in hand to hand against any cape who mainly uses their hands. That being said, I GUESS I can see it happening.

Captain though? The man's literally what Frank was except supersized. He's one of the fuckin' Avengers. I like the Punisher, but he shouldn't last 5 seconds against Captain America without being turned into a fine fucking mist.

I haven't seen the Daredevil series (yet), but you're right that it does seem out of character for Castle.

As far as I'm concerned, it's long been established that in the (mainstream) marvel universe, Castle absolutely refuses to fight back with the Cap based on pure principle, because Cap was his idol growing up and inspired him to become a soldier.
