yeah it's weird.

rolling with cluster bombs in wargame is basically a dumb thing to do when HE fucks up absolutely everything, vehicles included. it won't kill tanks quite as effectively as cluster will, but the AoE and sheer "Fuck you" power of most of the HE bombs available makes up for it.

there actually is one way to harm infantry with cluster munitions - if you blow up a vehicle next to the infantry, they will suffer some damage.

but it's not much and it's really, really situational.
