Cluster munitions are useful in wars. Why would anyone want to not use them if your enemy is using them on you?

cluster bombs are troublesome because they experience such a high dud rate, which leads to things like a kid picking one up twenty years later and losing his face. that's a shitty weapon; generally speaking, weapons should only kill the people you aim it at.

it's the same reason poison gas and nuclear weapons suck as weapons - they have the potential to kill lots of people you didn't meant to.

imagine if every time you fired your handgun, there was a 30% chance it would veer off in some crazy direction and cap a toddler. would you still want one for self-defense? no, you'd seek a weapon that doesn't do that crazy shit.

yeah it's weird.

rolling with cluster bombs in wargame is basically a dumb thing to do when HE fucks up absolutely everything, vehicles included. it won't kill tanks quite as effectively as cluster will, but the AoE and sheer "Fuck you" power of most of the HE bombs available makes up for it.
