Some cartridges lack any meaningful taper. .308 Winchester is almost straight from the neck down whereas 7.62x39 is heavily tapered.

Most bullets are sharply tapered, but that's not the reason. The driving factor for magazine shape is the taper between the base of the casing and the shoulder (or if there is no bottleneck, the mouth).

Cartridge casings are tapered so that they extract easier. When they are fired, the hot gasses cause the soft brass/steel/aluminum to expand and grip the inside of the chamber. If the case is straight the extractor now has to fight against the grip the case has against the chamber. Usually it'll cool and let go after a short while, but if you're running and auto-loading mechanism that becomes a problem. Tapering the cartridge means that instead of having a flat grip surface it has an angled one, the rearward tension of the extractor helps peel the cartridge loose. Even a slight taper allows for a great deal of mechanical advantage when it comes to extraction.
