Got a hand guard/ rail with some sharp corners. I don't want to mess up the anodizing too bad, but should I try fine sand paper, Emory cloth, scotch brite? A file?

anodizing is the surface there is no saving it, youll have to touch it up after wards. a finishing file should be fine
Rail covers, or you'll be fucking up the finish
What do I touch it up with? A sharpie? A crayon? Rust oleum? Mascara?
I guess it doesn't need to be sanded very deeply, just the sharp edges. It's like holding a cheese grater

I have a nice Porter Cable, but the sanding discs seem too abrasive for this tho. What about a belt sander 400 grit?
If you sand it, or file it, or use any abrasive at all, you WILL GO THROUGH THE FUCKING ANODIZING. JESUS CHRIST WHY ARE YOU HAVING SUCH A HARD TIME UNDERSTANDING THAT

Buy three jars of play dough, wad it all up into a single lump, and smash it on to the rail.

If it's made out of a softer metal a small deburring tool should work fine. Try that first than if you ever plan on cerakoting it you can do that, that'll take care of the finish afterwards. If the handguard is Aluminum, which it probably is, you won't have to worry about rust from exposed surfaces.
