No. The explosives themselves are legal as long as you blow them up/otherwise destroy them on the same day. Creating a grenade with them is flat out illegal without the right paperwork.

No, chalk/practice rounds are totally legal.
It comes back to the whole thing with the arm brace, it's about intent. If you aim a chalk round at someone, then it's AP, otherwise, it's just a practice round and not a DD.
