99% novelty. Possibly useful as a "get off me" gun for when jamal dindu has you on the sidewalk smacking your head against the concrete. A good pocket knife fills that role for me though and doesn't need a CCW license.

Hard to tell from the photo but I don't see any sights. I'd guess it wasn't intended to be used at ranges where you'd need any. This is a gun for when you're so close to your mark that some restaurants in Texas won't serve you.
