So, man portable directed energy weapons that can kill with one press of the button have become a thing. They don't require anything super rare to function and don't cost hundreds of thousand of dollars.

With that being the case, would civilians be able to own them? Could one go down to the LGS and pick up a phased plasma rifle in the 40 watt range?

Basically, what restrictions do you think there will be once we get death rays?

If they are that cheap to produce and the parts that abundant, any legislation would be unenforceable. At least with guns you need a basic understanding of machining and probably a lathe to make anything worthwhile, though you could probably make do with a drill. Anyone can assemble electronic components with 5 minutes of instruction and a clear diagram.

well, all you need is a tube and a nail to make a bullet go bang, but there are plenty of people too lazy to do that. i wouldn't put it past some neet to cobble a fuel cell, focusing chamber, and operating computer together for a diy energy rifle, but most people aren't going to do that

NO. Fed gov in the U.S. already has a mechanism in place to ensure their eventual technological superiority by establishing a precedent that civilians are not allowed to have devices which emit electromagnetic radiation, unless those devices are specifically approved by the FCC. You will notice FCC compliance stickers on literally every consumer grade electronic device sold in the United States.

The European Union has mirror agencies which have already established a functionally similar paradigm on the continent. Great Britian does as well.

I sincerely hope laser guns aren't invented until after the dissolution of the United States and the resulting balkanization of North America, which is the only real hope for liberty for the future. The longer this diseased republic survives, the more the fire of liberty is extinguished in the hearts and minds of her citizens, and the more those citizens are willing to lose for a little more comfort and a little more useless distraction.

If energy weapons are perfected too soon, they will be the weapons used to confiscate ours.

Unless energy weapons appear as a result of a sudden breakthrough that takes us straight from laser pointers to Star Wars blasters, expect energy weapons to be banned or tightly regulated.

There won't necessarily be a specific law against energy weapons, but there will be a creeping increase in regulation of lasers as the technology to make them smaller and more powerful is developed. Think about all the stuff in the news about people shining lasers at airplanes. Imagine ten years from now there are lasers strong enough to actually blind the pilot from the ground and somebody takes down a jet with one. Or a lunatic lights a bunch of fires with a laser. Or a bunch of kids end up harming/killing themselves with lasers. It will be easy to pass a ban on lasers over a certain power, and the Second Amendment won't apply because they aren't yet actual weapons. When real man-portable energy weapons become a thing, these regulations will already have been in force for years and nobody will think twice about it.
