All countries, everyone winds up having to solve their issues behind closed doors through negotiations, economic pressure, or black ops. A lot of conflicts go unresolved, pressure building on both sides until someone says "fuck it" and makes a decision they can't take back.

If you mean the technology and capability to build nuclear weapons was in the hands of every common man, it'd be much like above but since individuals can turn deranged much faster than a country can, someone will eventually nuke something for no reason. In both situations, paranoia will reign.

Nukes force people to cooperate because they fear MAD, as soon as someone decides killing their enemy is worth more than their life, things completely break down.

Gentlemen, the collective offensive nuclear power of every nation wilts in the face of a natural volcanic eruption like Krakatoa.

We should focus efforts on a new weapons system. Asteroids in tandem with a gravitational tractor (i.e. a mass we can maneuver near the asteroid). A natural and underused resource. A gravitational tractor would be a satellite/probe with the mass of a few tons. Using simple trajectory maps, we could aim an asteroid at any given target, with a yield higher than Tsar Bomba.

And we'd be within all nuclear treaties.
