It was a fucking accident, this shit happens with airliners all the fucking time, the only thing I don't understand is why they backpedal so hard away from the issue. The point of the report was only to figure out what downed the plane. They specifically avoided anything that could be construed as assigning blame because something with the laws means that the crash investigators aren't allowed to determine who was actually at fault. Assigning the blame is up to whoever is in charge of the criminal investigation.
