So, I just did a bit of math, and found this out.
It costs around $40,000 on average to send a kid through 4 years of college. That's a good chunk of change, and basically unachievable if you're from a poor family. Even if you're decently well off, you'll be paying student loan debt off for years. Really, the only people who can get through college unscathed are rich kids.
An F-35 fighter jet costs $125,000,000 per unit. The government plans to buy 1,700 of them.
For the cost of a single F-35 fighter you could give more than 3,000 kids a full ride through college. If you were to keep the A-10s in the inventory and shave 300 F-35s off the final order, that money could put more than 860,000 kids through college.
I'm not talking about cancelling the whole order of 1,700 new figher jets, I'm talking about trimming that number down in favor of a more cost-effective and proven CAS airframe and sending a small city's worth of kids to school.
If you requisitioned the funds of 300 fighter jet purchases for use in education you'd be helping hundreds of thousands of people shatter a glass ceiling that's been holding back a huge segment of the population, and that's just in per-unit cost. That's not even getting into the annual operating and maintenance costs of the things. Doing this could go a long way towards straightening out the whole income gap thing, but nah, we need a preponderance of cool fighter jets.

Except being poor and getting through college is totally possible if you're hard-working. Plenty of financial aid and needs-based scholarships exist. I haven't actually paid for tuition ever because of this fact. I have a friend in the same situation, but the University also paid for his housing and food for his first year.

It's damn near impossible to "work hard" enough to drag yourself out of poverty, and for every person who succeeds in doing so there's another 99 who tried and failed.

There's so many barriers to entry to the middle class that are impossible to break down without an education. You want to be a blue collar worker kind of guy? It can take months of time and thousands of dollars just to pick up a welding certification. Want to go further? It can take 2 years and $20,000 to pick up a simple associate's degree. Want to be a professional like a nurse, accountant or teacher? It costs a bare minimum of $40,000 to get into an accredited state school to pick up a bachelor's degree.

That's out of the reach of most people, but the federal government treats sums of money that size like toilet paper.

Now your colleges are stuffed to the gills with people that don't want to be there. Sure you'll get people who are looking for a way up, but for every one of them there will be five who get pushed by their parents and then decide to idle by on some manner of art or basket weaving degree.

Curriculum is dumbed down to make sure the necessary percentages of these idiots pass, which ultimately waters down the value of the degrees themselves. The job market is packed to the gills with overqualified goldfish because the number of college graduates vastly exceeds the number of job openings for college graduates.

So the industry has to find a new standard of "are you worth a damn or not" which costs even more money for those dedicated enough to pursue it, while larger and larger numbers of people spend an additional two to four years sucking up taxpayer money for their "you tried!" degrees.

The bill pays tuition up to the cost of in-state tuition rate. So private schools won't be covered unless they're a member of the "Yellow-Ribbon" program, also if they're charging you out-of-state tuition you won't get it. The problem with the education system is not that there aren't enough being going to college. Standards for college have already been watered down as thing are. The problem is that there is not enough professors to teach the students. Even with classrooms for 600 students you still have tons of people going to college with a lesser major with the hopes that they will be able to switch into that fields when room becomes available. You know all those "general studies majors"? 99% of them are people who wanted to go to their school of engineering or what have you but it was full and they couldn't get in. "Encouraging people to choose STEM majors" will do nothing because they are already overcrowded as is. Some universities are even putting their courses online since they don't have classrooms for all the people. Nowadays a bachelors is about as useful as a high school diploma in the 60s, it's expected out of everyone. In science if you want to actually do any research you need a PHD at the minimum, having just a bachelors or masters means you can basically do lab tech work and that's it.
