Following the logic of fightning games that always have any 2hu/s from the previous danmaku, Clownpiece/Junko/Heca has high chances, Yuuka, Medicine, Kanako, Seija, Seiga (with Yoshika) Shou or Orin are my predictions, and the newhu, but considering this game is a double fightning game, the most probably thing is that end up being 2 2hus.

I would really like Kaguya, but I'm thinking Garden of the Sun being mentioned after so long is foreshadowing. Junko is in by process of elimination since Hecatia and Clownpiece have the spotlight in the manga and AFiEU. Okina is simply too new and characters don't typically appear that soon in fighters.

Besides a low level type character like Wriggle in that fourth slot I was thinking Seiga or Yuugi for no other reason besides giving Kasen another potential rival/partner and being asked for. I was thinking Kosuzu has a chance because of the line about wanting to fight like the others, with this game serving as a more proper bookend.

+One of the cut Soku fighters, a pool from which Nitori and Mokou were pulled from.
+Dynamic with Mokou could play into the "tag team" aspect of the game, has a lot of potential.
-Potential moves are a bit sparse, heavily reliant on items to set her apart.
-Overabundance of IN characters as is.

Wriggle
+One of the cut Soku fighters, a pool from which Nitori and Mokou were pulled from.
+Low stage representative, which ZUN has been known to pull from sometimes for the sake of diversity (as he did in Soku).
-Fairly irrelevant as a character, adds little to the game's story.
-Overabundance of IN characters as is.

Clownpiece
+Major recurring character.
+Inhabits Gensokyo and has a personality that lends itself to getting involved
-Some overlap with Hecatia

+Major character, final boss of a recent game.
-Movepool is sparse, lacks iconic attacks and power is hard to express in a fighting game.
-Very little lore reason for her to come to Gensokyo and get involved in this incident.

+Major character, extra boss of a recent game.
+Personality lends itself fairly well with getting involved with random happenings, has an excuse to be in Gensokyo via CP.

Wait wasn't the story about a duo causing trouble? I think that means there will be two newhus and two returning characters. Clownpiece and Hecatia most likely, since they're both popularity bait, they enjoy fighting and they fit perfectly with the master/subordinate addition pattern so far (Byakuren/Ichirin, Miko/Futo)

Sakuya, Remilia, Patchouli and Meiling all debuted in IaMP. Back then, there were only 2 Windows games to pull characters from, so of course EoSD got so much representation. PCB, as well, got 4 characters in that game (Windows era Alice, Youmu, Yuyuko, Yukari). Notice how they didn't get any new fighters in SWR, and only got one new rep in Soku in the form of Cirno. I'd say that Nue is the only UFO-TD character who has a real chance. She was connected to the occult orbs in the manga, and since this incident seems connected to them she has a good reason to be involved. She has the potential moveset and unique design as well to make an interesting fighter, so really it's just up to ZUN's desire to add her.
