The answer is in the question, if you're a gravure idol or something and you're gonna do nude you have to compete with JAV chicks whom let's face it, are at least as good looking as the rest of them.
The idol industry in general is self-generating on the basis that they are forbidden fruits, you might have seen some idol movies that look like they might cross the line but those exist because there's a line, and they won't cross it.
