HSiFS is kind of a weird game because it seems like ZUN has just given in. Drew a character with tits for people to have and stopped drawing Cirno's wings as being attached to her, but instead as little crystals like the fan interpretation.

It's probably just laziness. Her wings keep changing a lot, varying between large raggedy things and simple crystals. ZUN probably just accepted the fanon interpretation and ran with it. Or who knows, maybe she'll have the big raggedy ones again next time.

I'm pretty sure he doesn't draw breasts because he's not good at it, not because everyone in Gensokyo is a loli.
ZUN's also been drawing breasts more and more, since DDC came out. Again, likely because he's getting more comfortable with the idea of drawing them.

Anything to support this? All I find is that ZUN has very "feminine preferences" (Magic of Life commentary) and comments about how adding men would be unnatural, but having no men at all in the print works would be weird.

To be fair, a lot of art things went wrong with SSiB. ZUN has spoken out against it, but he's never said anything in regards to a piece of promo art that he could have easily pulled and replaced last minute.
