You might think that Reimu was fighting for the villagers all the time, but in reality she was just a subordinate of Yukari-sama to maintain the order of human village.

She didn't though. Yukari doesn't tell her what she's doing is wrong, just that she knows how Reimu operates and how she could make Kosuzu live.
