As someone who doesn't know the context I'd guess that's an evil wizard/demon/whatever that wanted to avoid dueling the hero, so he cut his own head off and hurled it at his pet bird as a method of running away. But that leaves the question why he wouldn't just teleport away, something every villain should know how to do.
