The real answer is pretty simple.
For starters, Meiling is explicitly called a Chinese youkai. While Yukari and Ran have some chinese influence in their design, Ran being a Kitsune and Yukari being based heavily on Lafcadio Hearn distances them from that and places them firmly in the "Japanese" column. Further, Yukari and Ran are very japanese names, while Meiling is a difficult name for japanese fans to pronounce, which is probably why the nickname "China" became so popular.

i think one if my favorite things about this series beyond the excellent choreography is it shows meiling being cool and extremely proficient at combat but doesn't just wank her off as the best. she loses when she "should" lose. i would have dropped it if she beat youmu in a swordfight.
