They're not "in the cockpit", they're standing by the entrance, the ticket machine is to their left and the driver is further to the left.
Some trains, generally on small/old/quiet lines have the driver's cockpit on one side and the doors are on the other side so he can deal with people paying for tickets and such, in a bus kind of a manner (people get on at the back, pay their fair or drop their ticket in the front on the way out).

I've found Truck-kun! The infamous killer of Japanese children (red circle) just barrelled though the intersection, ramped up the footpath, narrowly missed a female pedestrian and sped over the kerb into the car park (blue line), barely slowing down the entire time. Last I remember VLC doesn't even work with youtube links right now. I think it did in some of the betas or something.
Actually ffmpeg seems to not work with youtube links either so you will have to download youtube-dl and put it in the bin file of fmpeg together with the exe files. The commands should be the same, but starting with youtube-dl.exe instead. Or google details.

It's interesting to watch the contrast between these two videos, not just the lights and scenery, but the kind of people out and even just the speed they walk at. Here on a Friday evening, one has people of all ages taking it easy like they are wandering home, another has a mass of young single people or groups that look like they are eager to start their night. If they are anything like here, they are a complete and utter rip-off. But according to some manga I read, they are local bushinesses that set up a stall to make a bit of extra cash.

Less than half an hour later an you would never have guessed a parade was here. Not even a spec of rubbish you would normally see after parades in my area.

This was a fun stream. The children were adorable with their shouts of "Yosai!" and the adults were crazy with their shrine spins. Fun for the whole family.

Off the top of my head, I can think of a few reasons:
The property the camera is located looks like it is private property (see >>17358598)
Both I and the guy taking the video seem to have connection problems, so the internet from the location may not be strong enough for constant streaming.
I have been watching this stream on and off over the past week and I seem to be the only one watching it. Even Bessho train station gets more viewers with around a dozen at peak time, never mind the Kabukicho street stream. So there doesn't seem to be a demand for it.

Tadami-sen is such a lovely line. I highly recommend checking it out if you are in the area. If you ride it it's about two hours out to Kaneyama, two hours back with about half an hour at Kaneyama. Winter is spectacular and if you go any time in Janurary it's likely to be snow everywhere.

I took a trip on it this June. I've been slammed at work ever since I got back from my holiday, so I've not had chance to sort though my pictures yet but I want to post some.

It was rainy, but the mist rising from the valley was unbelievable. It felt like a strange, eerie, lonely stretch of line the day I visited. I imagine it's different on a touristy summer day though.

Of all the lines I went on and the places I visited it's at the top of my list of places to revisit.

Also, I found this little HD webcam of TEN train tracks. It's quite busy with plenty of trains, everything from bullet trains to cargo trains passing every few seconds at peak times. But there is no lighting at night, which would suck for Euros, and the broadcasting doesn't seem to be constant.

I was wrong. Best way to watch this show was with both streams side by side, a literal explosion of colour across two screens.

What a great show. I'm amazed at how complex Japanese/Asian fireworks are, much better than the plain fireworks we have. My personal favourites were the ones that exploded like Saturn (a large ball with a ring of white) followed by a smaller ball of a different colour inside. Brilliant stuff.

I'm a bloody idiot. Only now have I realised I should have checked the Bessho camera to see if we could see the fireworks from the station, or checked the temple cameras to see if there was any sort of ceremony when they brought the shrines back to the temples after the festivals. Damn fool.

Yeah, it has quite a lot of junctions for such a small area, but once I used the Sun to eliminate most junctions, it was easy enough to find.
Interesting fact!:
Tokyo police car number 240 passes through the area roughly every 40 minutes, depending on traffic. So if you want to rob some yakuza "massage parlour" in the area, do it 20 minutes after the police car has last past. This way, the yakuza can skin you alive in peace without any pesky law enforcement getting in the way.

It's a JR line.
I believe there are plans for repairs, maybe they have even started on it.
Remember, though, that the line isn't completely closed, it goes about 50% of the original length and it is still used by people who live west of Aizu-Wakamatsu.
