Letty has perhaps the best theme in all of the Windows games, and a handful of very dedicated artists, but she's largely irrelevant. It's too bad, but not all that different from many other one-off characters.

Letty could have been used in a manga subplot with her and Marisa acting as mentors to Cirno: Letty edging Cirno to become a real youkai in order to become stronger, and Marisa telling Cirno to keep being a fairy but teaching her more sophisticated fighting techniques and how to interact with humans, kind of a parallel to Kosuzu and her relationship between Reimu and Mamizou.
