Main story seems to be about Bamboo shoots sprouting completely out of season due to the abnormal weather and there is some talk of something major happening in the outside world affecting Gensokyo.

Also some bits about 60 year cycles and bamboo flowers not sure if it's general talk since that 60 year cycle thing crops up a lot in the series.

Odd thing is after checking up is that the Glowing Bamboo bit in this chapter seems like a reference directly to Tewi's route way back in PoFV but it seems odd as Reimu's surprise at finding it is completely off.
