There's village elders I think but nothing so grand as a big political system. The humans are pretty primitive in Gensokyo, the village is pretty much just a back water shitty village that hasn't progressed in over 500 years because japan is shit. Reimu does not have any control over the village unless it's youkai connected.

The Tengu on Youkai mountain have a pretty strict political system. I'm sure theres more political systems like the celestials in heaven as well, but as for Gensokyo the tengu are the only ones I can think of that actually have a government.

"Youkai" alone is way to broad. It's like saying "Animal".

-People seemed to be okay with a four-foot-tongued umbrella, who had a very open objective of scaring humans, babysitting their children.

-A bunch of people seemed to have those household youkai that were temporarily replaced by the hobgoblins (Even if they are spies for Yukari)

-there were youkai, in their schools, while the children are there, and people's concerns were ameliorated by a verbal confirmation from someone known to fraternize with youkai.

-The human village appears to have no internal youkai detection system. Reimu would make bank if there was regular demand for youkai-sealing talismins and the like.

IMO, it's akin to rural India where you have monkeys and cows just chilling but people are sure as shit going to react if a tiger is nearby- though being anti-tiger is not something to run an entire political platform on, instead favoring stuff like religion or basic needs.

I am pretty sure there are nonhumans that can manipulate all of these. I mean, there are friendly harvest goddesses for a start.

The human village has a leader and some influential families (hieda family for example) but what this means is unknown.

Yukari rules Gensokyo with an iron but fair fist. Constantly keeping everything in favour of the youkai and in Gensokyos continued existence. Reimu is merely a tool of the system used to suppress any problems in a way that keeps the humans happy and so the youkai don't have to go all out and cause damage to anything.

Gensokyo is not a country. It's another realm of existence. It has various influential powers: families (Koumakan, Yakumo...), religious groups (Moriya, Myouren...), political lobbies (Grassroot Yokai Network) and micronations (Kappa Republic of Genbu, Human village).
They are free to do what they want unless it can break the balance of Gensokyo. In this case the Hakurei Shrine has supreme power.

Has a human ever gone to the village? Sanae went the the one place humans shouldn't go, Sakuya went with her master to their own area, Sumireko apparently can go where she pleases. Do any normal characters even live in the village? All the village touhous are half youkai or full youkai. Even Akyuu isn't a normal human and don't even try bringing up Kosuzu.

Despite its name, Human Village is pretty big considering the numerous facility/people it had been mentioned over the years.
Probably it had population of 3000-6000 people, and was probably minimally governed by few simple neighbourhood elders per sizable areas (like north, west, east and south) as Miko had been having interest to become the sole leader of the whole village. Im just basing this off my onw musings, tho, as even the simplest community need a designated administrator.

Outsiders are still a rarity. And they dont come with the intention of living in Gensokyo, but spirited away or lost, meaning that they come here purely by accidents. That is also if they managed to reach the village, and not ended up in the hand of a youkai first. I mean, sure youkai are now more peaceful than ever, but when a guilt free and responsibility free meal came to your doorstep, of course the most optimal choice is to nab them.

It isn't. The Tengu for example have Lord Tenma ruling them, but he dosen't rule anyone else. The closest thing to a 'ruler' of Gensokyo is Yukari; who's been around since it's formation; and pulls strings from behind the scenes to make things fall to her design.

Surprisingly enough it's not like technology and a great number of other things are UNKNOWN to the human village, it seems more like they are either content with their situation or just don't care. The information they'd need is already there; all of it, even that the outside world is a lot more...I guess "better". Akuu tells them, they get real outsiders, they get books from the outside world -- it's all open and free.

But they're just country bumpkins, I guess.

The barrier is objectively far older than Reimu and in SSiB the youkais' reaction to Reimu not returning from the moon is "We might have to find a new shrine maiden soon", there is literally zero possibility that the shrine maiden's death is an immediate existential threat to Gensokyo.
