I'd say all of Parsee Junko and Mokou have a pretty tragic existence and they're all definitely among the saddest characters. Maybe it'd be accurate to say Parsee is the most tragic, Junko is the saddest, and Mokou is the most pitiful. I feel worst for Mokou I think.

Koishi and Satori are pretty sad when you consider Satori is the only one who can really remember Koishi for any length of time and even then kind of struggles to do so, she more or less lost her sister. Koishi was so afraid of the hatred their species get that now she barely exists.

Kogasa could be a sad character too but she's carved out a nice niche being beloved by the townspeople even if it isn't what she wants to do.
