Eurobeat and Para Para dancing were kind of a big trend/meme/whatever in Japan for a while, and you'd see a lot of stuff like this. There are tons of covers of popular songs, quite a bit of original Japanese-language Eurobeat, and you'd often see it on variety shows. Sometimes they'd make the guests on those shows join in, and sometimes people would do it as part of their own shows, which is why you see a lot of seiyuu, tarento, etc. in these old videos, and even stuff like Disney Channel doing it.
Initial D has pretty much nothing to do with any of this, by the way. The music was already popular in Japan when the show used it, and you might have actually heard it on the radio if you were racing in the Gunma mountains in those days.
The closest Western comparison I can think of is when the Macarena took the US by storm in the late '90s, or maybe the Harlem Shake thing, but Japan's affair with Eurobeat lasted a lot longer.
