MoF is the first non-classic game.
SA & UFO (particularly the latter) are questionable borderline entries; but then again they both were released almost a decade (!) ago, so it's hard to really call them newhu.
The turn of the decade saw the general touhou atmosphere change in many, many ways. The story doubled down on continuity, characters started becoming increasingly elaborate and "themed", ZUN's music became much more experimental, losing its very distinctive "Touhou"/ZUNpet sound.
By the time of TD's release the change was complete. It's also around the time release schedules slowed down, music CDs were mostly discontinued, and we started getting what I call the second generation of print works.

So, as an answer to your question:
If we go by when classic touhou unquestionably ended, newhu is anything MoF onwards.
If we go by when the character of the series begun shifting, it's probably SA.
If we go by (WARINING: PERSONAL PROJECTION!) popular perception and the impact on the fanbase, it's UFO.
If we go by when a significant break with the older games was complete and undeniable, newhu is everything TD and latter.
If we go by the very strictest definition, it's the last mainline game, i.e. LoLK.

"newhou" is anything that was released after you got into the fandom. For me that means 10 Desires. I see Nue and Miko and Kogasa and I still have not accepted them into my heart as actual Touhou characters.

EoSD - StB: Truhu
MoF - UFO: Oldnewhu
TD - ULiL: Newhu
LoLK: Trunewhu

for me the newhu games start with TD. I tried to think of why, but all I could come up with are the new circular health bars around the bosses

DDCs are no longer newhus. Anything newer than that is newhu though.

Newhus are characters introduced in the latest game. Right now, the LoLK cast are the newhus.
