It's a fengguan, but Junko's one looks a bit different from the ones you find on Google. It wouldn't surprise me if ZUN just designed it himself. I guess it probably looks a bit..."box-like"?

Almost every touhou character wears a hat, but touhou fanarts sure don't put effort into them.

90% of fanart, the hat is just drawn floating behind their heads. Artist never puts thought into how it fits over their skull or anything

Sad, but true. Unfortunately, until hats acquire the fetish status of stockings or feet or glasses, artists aren't going to give them the effort they really deserve.
