Yes.
Creative liberty might sound like a good thing, but it's actually a lot more demanding. Having something to lean on is relatively easier.

Of course, you can just create a game with just the gameplay part, but no one give a shit about that nowadays.

Java's plenty enough for this. Getting the garbage collector to play nice with your rendering loop would be easy since you wouldn't need to allocate anything dynamically during gameplay for such a simple game.

I would suggest also making original game. I'd love to play touhou-style shmups with new themes.

I also think java is enough for this type of games. I made webm with +30k bullets with alpha increace 0 to max with hitboxes on. No object pooling, no separate rendering thread. All written in java.
